Crescent City Council Regular Meeting

Monday, May 12, 2025 at 7:00pm.

 MINUTES OF THE CITY OF CRESCENT REGULAR COUNCIL MEETING Monday, May 12th, 2025. Meeting called to order at 7:00p.m. by Mayor Chuck Hildreth. COUNCIL MEMBERS PRESENT: Flott, Powers, and Schmidt. Hargens and Brand absent. Fire Chief Peterson present. 

CONSENT AGENDA / Motion by Flott to approve consent agenda, seconded by Powers; Schmidt, all ayes. Motion carried. 

LICENSE / Henry’s Diner Liquor License approval. Motion by Powers to approve, seconded by Flott; Schmidt, all ayes. Motion carried.

LICENSE / Casey’s Tobacco License approval. Motion by Powers to approve, seconded by Flott; Schmidt, all ayes. Motion carried.

PERMIT / Going Ape’s Fireworks Permit approval. Motion by Schmidt to approve, seconded by Flott; Powers, all ayes. Motion carried.

UPDATE / Library has verified that we are being billed for all resident’s within the city limits only, not the township.

RESOLUTION 113-2025 / Acceptance of Planning Commission Approvals. 

a. EXTERIOR ADDITION PERMIT / Jeff & Julie Murray at 1423 Golden Hills Dr. Motion by Flott to approve, seconded by Powers; Schmidt, all ayes. Motion carried. 

b. ACCESSORY BUILDING PERMIT / American National Bank at 515 OLH. Motion by Powers to approve, seconded by Schmidt; Flott, all ayes. Motion carried. 

RESOLUTION 114-2025 / Approval of Lot Line Adjustment at 113 Powells Ln and 800 Powells St. Motion by Flott to approve, seconded by Schmidt; Powers, all ayes. Motion carried. 

RESOLUTION 115-2025 / Approval of Nuisance Fees. Motion by Flott to approve, seconded by Schmidt; Powers, all ayes. Motion carried.

RESOLUTION 116-2025 / Approval of Rockford Township Fire Contract. Motion by Flott to approve, seconded by Schmidt; Powers, all ayes. Motion carried.

DISCUSSION / ICAP Cyber Liability Limit. All in agreement to increase.

DISCUSSION / No Soliciting Signs. Craig will order 4 signs for the existing posts at each entrance into the city limits.

DISCUSSION / NIMS (National Incident Management Systems) Courses will be taken by all elected and appointed city officials that haven’t already taken the course. Discussion also on a backup person to attend EMA meetings when Mayor is unable. Flott offered to be the backup for meetings.

DISCUSSION / Can Corral for recycling. Clerk has spoken to Lion’s Club of Neola. We will look further into the feasibility of turning our recycling in for potential income. 

FYI / Farmer’s Market dates are scheduled for every other Saturday from May 10th. 

FYI / Consumer Confidence Report on City water shared with Council. 

MAYOR’S REPORT / Working on a mice problem at the lift station generator. Had meeting on WWTF generator with Snyder and Flowpoint. 

MAINTENANCE / Report submitted. Asphalt contractor will be here this week to fix cracks, pot holes, etc.

PEOPLESERVICE / Report submitted.

PARK BOARD / Hively shared Music in the Park dates and bands. Discussion on ballfield being locked by users and possibly adding a key pad. Hively stated it should only be locked on game days, when it’s reserved or when the field is too muddy. Park Board will be doing a thorough cleaning of the city park on Cleanup Day. Hively mentioned that parking poles are being moved and people are parking in grass. Talked about a foul ball net being added.

CVFD / 142 calls so far this year. Lots of training happening this month.

PUBLIC FORUM / Discussion on three curbs being damaged in GHII, mobile home along highway, outlot in GHI, Marne Elkhorn Fiberoptics and Red Barn School.
