MINUTES OF THE CITY OF CRESCENT REGULAR COUNCIL MEETING
Monday, March 10th, 2025. Meeting called to order at 7:00p.m. by Mayor Chuck Hildreth. COUNCIL MEMBERS PRESENT: Flott, Powers, Hargens, Schmidt and Brand. Fire Chief Peterson present.
CONSENT AGENDA / Motion by Flott to approve consent agenda, seconded by Powers; Schmidt, Brand, Hargens; all ayes. Motion carried.
PRESENTATION / Fire Chief Peterson and Mike Kros with DLR Group shared a preliminary sketch of the future Fire Station.
Schmidt asked about room for growth. The new building will be twice the size of current building. The cost estimate is approximately $4.9 million. Their goal is to be funded 100% by donations so as to not burden the taxpayers. Fundraising efforts will begin at this Sunday’s Pancake Feed. They hope to start the project by sometime in 2026.

RESOLUTION 102-2025 / Approving City Employees Wage Increase for FY26. Motion by Flott to approve, seconded by Powers; Hargens, Brand, Schmidt; all ayes. Motion carried.
RESOLUTION 103-2025 / Approving Shift from Quick Med Claims to One Billing Solutions for CVFD Billing. Motion by Flott to approve, seconded by Powers; Hargens, Brand, Schmidt; all ayes. Motion carried.
RESOLUTION 104-2025 / Allowing Editor of Crescent Connection to Reimburse City for Copying Expenses. Motion by Hargens to approve, seconded by Schmidt; Brand, Powers; all ayes. Flott abstained. Motion carried.

UPDATE / Jess Urban on Red Barn School. Getting bid updates. Hoping to post for principal position next week. Will announce an enrollment date on April 2nd. They are beginning their fundraising efforts. People can donate at redbarnschoolhouse.org.
UPDATE / Regarding Flowpoint Wastewater Treatment Facility-DNR’s Antidegradation Alternatives Analysis Public Notice Posted.
UPDATE / Marne Elkhorn Fiber Optics has postponed coming to Crescent this year with hopes of finding property to purchase for their utility building by next year. They are under time constraints with other contracts which they had to move forward with.
UPDATE / Animal Control Report & Response to Dogs/Horse. Letter was sent to residents with the two white dogs giving thirty days to build a working fence. If dogs are loose within those thirty days, they will be taken from the home and owners taken to court.
UPDATE / Codification of Code of Ordinances. The City’s Code Book will be submitted to codification by the end of March.
UPDATE / Scanning of Documents. Hope to have the majority back by the end of March and the balance by the end of April.

DISCUSSION / Christmas Ornaments. The City continues to look into all available options. Taking into consideration the cost, mounting and take down, maintenance and storage. We will have numbers for the next meeting.
REMINDER / March 31st Special Meetings: Tax Levy Public Hearing, 6:30p; Set date for Budget Adoption Public Hearing, 6:45p.
FYI / Water Usage Report. The 2024 numbers are very close on the amount of water used compared to what was billed out.
MAYOR’S REPORT / Mayor is working to revise the Driveway Ordinance to comply with SUDAS (Statewide Urban Design and Specifications). This will go through Planning and Zoning before the next meeting. $24,000 of interest earned from transfer of funds to IPAIT account will be available in May. We will determine how to spend that. Also receiving around $9000 from FEMA and State for ball diamond repairs. Will be working to remove old concession stand this summer. This will be replaced with a
smaller building for storage. Meeting with Flowpoint next week.
MAINTENANCE / Report submitted. A handful of mailbox posts were lost due to the weight of the last snow coming off the plow. Balance of asphalt from last year will be delivered soon to fix potholes. Hoops on salt shed were blown in by heavy winds.
PEOPLESERVICE / Report submitted.
PARK BOARD / Farmer’s Market is tentatively scheduled for every other Saturday beginning May 10th. Music in the Park schedule will be posted soon. Wheelchair swing on playground equipment has been broken and needs repaired.
CVFD / 82 calls so far this year. Grass fires are happening again now that snow has melted. Firefighter One classes, taught by Zach Flott are now taking place here every Wednesday.
PUBLIC FORUM / Audience member asked about protecting building over water main. City is looking into our options. There are safety regulations to the available options. Also asked for a copy of the tree inventory. Clerk will supply that.
