Minutes of the City of Crescent Regular Council Meeting Monday, September 9th, 2024. Meeting called to order at 7:00p.m. by Mayor Chuck Hildreth. COUNCIL MEMBERS PRESENT: Flott, Powers, Hargens, Schmidt, Mayor Hildreth. Brand, absent. Fire Chief Barrett absent.
Consent Agenda / Motion by Flott to approve consent agenda, seconded by Powers. Schmidt, Hargens, all ayes. Motion carried.
Discussion / PeopleService is doing a trace on the September billing to determine why it’s taking so long to receive bills. We will have results at the next meeting.
Resolution 123-2024 / Planning Committee Approvals. Motion by Flott to approve, seconded by Powers, Schmidt, Hargens, all ayes.
Resolution 124-2024 / Resind resolution for transfer of $15,000 from General Fund (ARPA Grant) to Parks Fund (Playground). Transfer was found. Motion by Flott to approve, seconded by Powers, Schmidt, Hargens, all ayes.
Resolution 125-2024 / Approval of Annual Finance Report FY24. Motion by Powers to approve, seconded by Flott, Schmidt, Hargens, all ayes.
Resolution 126-2024 / Transfer of Fire Chief from Galen Barrett to Craig Peterson. Motion by Flott to approve, seconded by Powers, Schmidt, Hargens, all ayes.
Resolution 127-2024 / Update City Clerk details in Employee Manual. Motion by Hargens to approve, seconded by Schmidt, Powers, Flott, all ayes.

Amend Ordinance 090924 / Banning Peddlers and Solicitors, 1st Reading. This amendment will ban the solicit of products and/or services for profit while still allowing for non-profit, such as fundraisers, etc. Motion by Flott to approve, seconded by Schmidt, Powers, Hargens, all ayes.
Amend Ordinance 091024 / Water Rates/Customer Deposits. 1st Reading. Customer deposits will be held until they relocate. Motion by Powers to approve, seconded by Flott, Schmidt, Hargens, all ayes.

FYI / Due to increased foot traffic along Old Lincoln Hwy,City Hall has installed a door buzzer. Anyone wanting to enter will need to be buzzed in.
Mayor / We received a bid for $10,782 on repairs to ball park due to heavy rains. It has been denied by insurance. We are looking into FEMA assistance. Hoping to have Schedule G on Sewer System to move forward with project. Working with engineers on new Fire Station.
Maintenance / Report submitted. In addition to the list, he is mostly doing a lot of mowing.
PeopleService / Noreport submitted.
Park Board / The Park Board received a generous donation from the Family of Norma Morrison.
CVFD / No report submitted.
