CITY COUNCIL REGULAR MEETING

Tuesday, November 12th, 2024

Minutes of the City of Crescent Regular Council Meeting Tuesday, November 12th, 2024. Meeting called to order at 7:00p.m. by Mayor Pro Tem Michelle Hargens. COUNCIL MEMBERS PRESENT: Flott, Powers, Hargens. Absent: Mayor Hildreth (arrived before adjournment), Council members Schmidt, Brand. Fire Chief Peterson absent.

Consent agenda / Motion by Flott to approve consent agenda, seconded by Powers; Hargens, all ayes. Motion carried.

Discussion / Vet’s Park Eagle Cleaning. Powers suggested waiting till spring. All agreed to do so. Motion by Flott to approve, seconded by Powers; Hargens, all ayes.

Discussion / Jessica Urban with Beautification Committee addressed Council on Welcome Sign Light. There is a post with electrical connection, but no light. They would like to install a light for around $99. Powers will check with Craig to see if he can do this or if electrician is needed.

Update / Presentation given by Jessica Urban on the Red Barn School. Application submitted with State. State has given date for public forum of Tuesday, December 3rd from 6:30pm to 8:30pm at Hitchcock Nature Center. They are encouraging public attendance.

Resolution 136-2024 / Planning Committee Approvals. Motion by Flott to approve, seconded by Powers; Hargens, all ayes.

Resolution 137-2024 / Approval of Annual Street Finance Report FY24. Motion by Powers to approve, seconded by Flott; Hargens, all ayes.

Resolution 138-2024 / Approval of GHII TIF Estimate. Motion by Flott to approve, seconded by Powers; Hargens, all ayes.

Resolution 139-2024 / Approval given to allocate second payment of $87,228 to Flowpoint. This will fulfill the obligation of the ARPA Grant where all monies are required to be spent by Dec 31st, 2024. Motion by Powers to approve, seconded by Flott; Hargens, all ayes.

Resolution 140-2024 / Transfer of additional funds to IPAIT account.  Motion by Flott to approve, seconded by Powers; Hargens, all ayes.

Discussion / Looking intoChristmas Lights. Costs are currently $4000-$7000 for 10 pole lights. We need to determine how many poles have electricity and find a way to mount them and take them down.

Amend Ordinance 091024 / Water Rates/Customer Deposits, 2nd Reading. Customer deposits will be held until they relocate. Motion by Powers to approve, seconded by Flott; Hargens, all ayes.

Amend Ordinance 091024 / Water Rates/Customer Deposits, Waive 3rd Reading. Motion by Powers to approve, seconded by Flott; Hargens, all ayes.

Amend Ordinance 101424 / Building Numbering, 1st Reading. Motion by Flott to approve, seconded by Powers; Hargens, all ayes.

Update / Ball Park Damage. We received a $5000 grant from MidAmerican towards disaster recovery. We’ve also applied for FEMA assistance to cover the balance of both infield and outfield repair which totals approx. $17,000.

Update / Website is currently being updated. Hoping to go live in December.

Mayor’s Report / Discussion on TIF agreement with GHII.  

Maintenance / Report submitted. Tarps are on the salt shed and getting ready for winter. Nets on courts will be taken down. Other winterizing being done. Cleanup work around maintenance shed. Discussion on recycle bin emptying schedule. There is no set schedule. 1 person does all of Pott. Co. Little Free Libraries to be put up within the next week.

PeopleService / Three month’s ofreports submitted. Dakota is moving on and a new person is being trained for his position.

Park Board / No report submitted. Discussion on old bathrooms being taken down. Plumbing and electrical need to be disconnected.

CVFD / 23 calls for October, 330 total so far for 2024.

Public Forum / Discussion on protecting PRV station on Old Lincoln Hwy. Resident asked Council to provide a solution for the delivery truck parking around Henry’s Diner.

Adjournment / Motion by Powers, seconded by Flott to adjourn; Hargens all ayes. Motion carried. Meeting adjourned at 8:11 p.m.
