Minutes of the City of Crescent Regular Council Meeting
Monday, October 14th, 2024

Meeting called to order at 7:00 p.m. by Mayor Chuck Hildreth.

COUNCIL MEMBERS PRESENT: Flott, Powers, Hargens, Schmidt, Brand, Mayor Hildreth. Fire Chief Peterson absent.

Consent Agenda
Motion by Powers to approve the consent agenda, seconded by Schmidt; Flott, Hargens, Brand all ayes. Motion carried.

Update / Presentation on the Red Barn School
Sharon Oamek presented on the Red Barn School, a nature-based school located near the Lewis and Clark Monument. It operates on a 4-day learning week, year-round, with a 6-week on, 1-week off rotation. The school is starting with K-3, with plans to expand to K-5 and possibly further. Public outreach meetings are planned for later this year.

Update / Tornado Relief Fund Disbursement
The fund, consisting of $12,000 in community donations, received 10 applications for assistance. Funds were divided accordingly.

Resolution 130-2024 / Planning Committee Approvals
Motion by Powers to approve, seconded by Brand; Schmidt, Hargens, Flott all ayes.

Resolution 131-2024 / Approval of Annual Urban Renewal Report FY24
Motion by Powers to approve, seconded by Hargens; Flott, Schmidt, Hargens, Flott all ayes.

Resolution 132-2024 / Allocation for Little Free Libraries
Approval given to allocate $228 to cover the balance of two new Little Free Libraries donated by the Summy Family. Motion by Brand to approve, seconded by Flott; Schmidt, Hargens, Powers all ayes.

Resolution 133-2024 / Allocation for Wastewater Treatment Facility Downpayment
Approval to allocate $87,228 for a downpayment to Flowpoint to begin work on the Wastewater Treatment Facility. Motion by Powers to approve, seconded by Flott; Schmidt, Hargens, Brand all ayes.

Resolution 134-2024 / Allocation for Ball Diamond Repair
Approval to allocate approximately $10,782 for Ball Diamond repairs due to flooding. Insurance denied the claim; FEMA discussions are scheduled for this week. Motion by Brand to approve, seconded by Powers; Hargens, Flott, Schmidt all ayes.

Resolution 135-2024 / Allocation for Digitizing Maps
Approval to allocate $500 annually for digitizing large-format maps. Motion by Hargens to approve, seconded by Schmidt; Flott, Brand, Powers all ayes.

Amend Ordinance 090924 / Banning Peddlers and Solicitors
2nd Reading: This amendment bans the solicitation of products or services for profit while allowing for non-profit solicitations, such as fundraisers. Motion by Powers to approve, seconded by Schmidt; Brand, Flott, Hargens all ayes.

Mayor’s Report
The salt shed was completed this week. Discussion was held on the new Wastewater Treatment Facility, which will eliminate two of the three lagoons. A breakdown of sewer grant money, which must be spent by December 2024, was discussed. Water tower maintenance is scheduled to begin next spring.

Maintenance Report
Report submitted. Discussion on cleanup of the area.

Park Board
No report submitted.

Crescent Volunteer Fire Department (CVFD)
The department responded to 35 calls in September, totaling 307 calls so far for 2024. The fire department has established a 501(c)(3) for donations.

Public Forum
Discussion on a potential future community center. An audience member asked about potential costs following the establishment of a community center.
