Minutes of the City of Crescent Regular Council Meeting Monday, December 9th, 2024. Meeting called to order at 7:00p.m. by Mayor Chuck Hildreth. COUNCIL MEMBERS PRESENT: Flott, Schmidt, Powers, Brand, Hargens. Fire Chief Peterson present.
Consent agenda / Motion by Flott to approve consent agenda, seconded by Hargens; all ayes. Motion carried.
Approval / Dollar General Liquor License. Motion by Brand to approve, seconded by Powers; Schmidt, Flott, Hargens, all ayes.
Approval / Pink Poodle Liquor License. Motion by Flott to approve, seconded by Brand; Schmidt, Powers, Hargens, all ayes.
Approval / Waive water bill until home at 114 Powells is rebuilt. Motion by Brand to approve, seconded by Flott; Schmidt, Powers, Hargens, all ayes.
Update / Jessica Urban with Red Barn School updated Council on their progress. Spoke with Gov Reynolds about school and is supportive. Meeting at Hitchcock was successful. Reps from State were there. 40 in attendance.
Discussion / Vet’s Monument repairs are needed. Received bid. Will do more research and revisit in Spring.
Discussion / Scanning of documents. Includes official paper documents that are not digital and large format maps. Received bid for approx. $5000 for all. Motion by Powers to approve, seconded by Flott; Schmidt, Brand, Hargens, all ayes.
Discussion / Tree Inventory for Crescent properties and ROWs now available online through the DNR website.
Resolution 141-2024 / Planning Committee Report.
- ACCESSORY BUILDING PERMIT / Coley & Emmi O’Halloran at 806 Johnson St…Denied by P&Z. Motion by Flott to approve denial, seconded by Powers; Schmidt, Brand, Hargens, all ayes.
- RESIDENTIAL DWELLING PERMIT / Doug Ingram at 114 Powells…Approved by P&Z. Motion by Powers to approve approval, seconded by Flott; Schmidt, Brand, Hargens, all ayes.
Resolution 142-2024 / Approval of Acceptance of Standard Professional Services Agreement-Snyder & Ac. Holding for revisions suggested by attorney.
Amend Ordinance 101424 / Building Numbering, 2nd Reading. Motion by Powers to approve, seconded by Flott; Hargens, Brand, Schmidt; all ayes.
Mayor’s Report / New stove for hall has been ordered. Marne Elkhorn Fiber Optics is looking for location for Utility Box. Looking at City Park. Powers, Hargens, Schmidt opposed, many audience members opposed, including Park Board due to the need of parking. Mayor believes it’s legally not possible. Looking for other locations. Mayor will let them know park is out.
Maintenance / Report submitted. Ball field is repairs. Craig hauled 30 yards of dirt from Hazel Dell cemetery. Same soil type. Done in two days. Hauling Salt Wednesday in prep for winter
PeopleService / No Report. Dakota no longer there.
Park Board / Two teams committed to play on the field starting in March. Mayor would like to have dugouts power washed, would like to haul rock out behind fence and replace fence. Austin Hively offered to help. Mayor wants to add helmet and bat racks to dugout. Will be fixing water leak, cutting asphalt while it cold. Mindi asked about Pickleball court. Posts need to be moved. Mindi stated a memorial donation was given by Morrison family, could we put that towards a splash pad near playground. Will be looking further into that. Audience member asked about grant applications. City plans to research that.
CVFD / 20 calls for November, 353 total so far for 2024. 30 ahead of last year’s with 3 weeks to go.
Public Forum / Ed Wangler with the Beautification Committee introduced himself. Beautification meeting to be held Dec. 11th at 7p. Discussion on power at welcome sign. Red Barn School spokesperson stated lunch and learn sessions available upon request. This will be a public school so no charge for students to attend.
