Meeting called to order at 6:30p by Mayor Chuck Hildreth. Council members present: Jim Aldrich, Michelle Hargens and Jack Powers. Tina Flott and Dale Schmidt absent.
RESOLUTION 169-2026
Approval to take additional action on proposal to enter into a Loan Agreement, authorizing the use of a Term Sheet, and setting date for the private placement of a General Obligation Sewer Improvement Bond, Series 2026A. Motion by Powers to approve, seconded by Hargens; Aldrich, all ayes. Motion carried.

MOTION | Acceptance of Engagement Letter | Schroer & Assoc.
This is a 1-year contract for performing an annual audit and compiling the Annual Finance Report. Cost has gone from $2500 to $4500 due to lack of previous cost increases. Motion by Powers to approve, seconded by Aldrich; Hargens, Schmidt; all ayes. Motion carried.
MOTION | Acceptance of Bid for Vets Park Bathroom Roof Repair.
To replace plastic across top, replace bent metal on corner and solar panel. Motion by Hargens to approve, seconded by Powers; Aldrich, Schmidt; all ayes. Motion carried.
DISCUSSION | Bid for restaining/sealing Vets Park Gazebo Posts and Exterior.
Will review in July.
DISCUSSION | Monthly cleaning of three park restrooms
Council approved bid for weekly cleaning of city park restrooms and monthly cleaning of Vets Park restrooms.
RESOLUTION 170-2026 | Acceptance of Planning Commission Approvals/Denials

Approved by P&Z. Splitting parking to allow for entrance into garage. Motion by Powers to approve, seconded by Schmidt; Aldrich, Hargens; all ayes. Motion carried.

DISCUSSION | Review of Kelley/Troxel Property Split/Adjustment which is County property
Approval was given. No vote necessary.
DISCUSSION | MAPA Student Internship Program
Council reviewed questionnaire and discussed the questions being asked. Clerk will followup with answers to MAPA and copy Hargens in email.
DISCUSSION | Signs on City Property and ROWs
Council agrees that they would prefer to not allow signs at the T-intersection. City either needs to accept all or none and they prefer none, as we are trying to clean up that intersection. Signs are not being removed after events. Discussion on business advertising on digital board. Council agrees to not allow advertising on sign. Clerk suggested businesses call the Connection or post on Facebook page.

FYI | Park Dedication Event / New Signage
Clerk shared plans for a park dedication to take place in Sept. along with a sign to be placed at the park. More details will be shared as plans develop.
MAYOR
Water pressure will gradually be increased back to normal throughout town. Tower maintenance should be good for 10 years. Getting price on repairs to concrete at the base of posts on Vets Park Gazebo. Replacing toilet paper holder with lockable large roll holders. Discussion on mud being dumped in creek at city park. Discussion on repair of curbstop south of Meyer Auto. The City will need to purchase a trailer to haul skidloader and mower for mowing lagoons. This is a DNR requirement.

PARK BOARD | Music in the Park starts this Thursday
Takes place very second Thursday of the month. Having issues with hose and spigot at city park. Mindi stated the Park Board is very concerned with the mud being bumped in the creek. Mayor is in constant communications with Marne Elkhorn regarding that. The creek is 35’ deep and the mud is beneficial as the creek is washing away park ground. Schmidt commented that METC has been great to work with and Mayor agreed. They are repairing any damage they have caused despite working with locates that are inaccurate. DISCUSSION | Clerk asked council on behalf of Going Ape Fireworks, if a banner can be placed across the box truck on his property. Council agreed to allow this through July 10th.

PUBLIC FORUM
Terry Oldenburg thanked whoever spearheaded the dedication to the park in honor of her great-great-grandfather. Her family is very excited about this and they are raising money to help purchase the new sign. Descendants of H.A. Terry will be coming from across the country to attend the dedication. Mindi Hively stated that a new tube has been place in her ditch. Asked to have some of the ditch dug out for drainage. Mayor will look into that.
