Minutes of the City of Crescent Regular Council Meeting

Monday, February 9th, 2026.

Meeting called to order at 7:00p.m. by Mayor Chuck Hildreth. COUNCIL MEMBERS PRESENT: Aldrich, Flott, Powers and Schmidt. Hargens attended via conference call. Fire Chief Peterson present.

PUBLIC FORUM

Susan Miller, Pott. Co. Supervisor addressed Council regarding her run for re-election, shared informational packet on The Wall That Heals and asked for volunteers. Concluded with a thank you to the Council for consideration of the contract with Pott. Co. Sheriff’s Dept. allowing Motorola equipment to be mounted on water tower.

Acceptance of Planning Commission Approvals/Denials

WATER CONNECTION PERMIT

Crew Properties at 17298 Lapworth Lane (1.5” meter)…Approved w/PS Inspections. Motion by Powers to approve, seconded by Flott; Aldrich, Hargens, Schmidt; all ayes. Motion carried.

PROPERTY LINE ADJUSTMENT PERMIT

Mindi Hively at 106 Sharon Dr….Approved. Motion by Flott to approve, seconded by Hargens; Aldrich, Powers, Schmidt; all ayes. Motion carried.

VACATION PERMIT | Eric Van Horn, 420 Crescent Dr….Approved. Motion by Hargens to approve, seconded by Schmidt; Flott, Aldrich, Powers; all ayes. Motion carried.

RESOLUTION 151-2026

Approval to Increase City Park Rental Fees. Motion by Flott to approve, seconded by Schmidt; Aldrich, Hargens, Powers; all ayes. Motion carried.

RESOLUTION 152-2026

Approval of Motorola Contract pending City Attorney’s review. Council would like table until they can review contract. Motion by Powers to table, seconded by Flott; Aldrich, Hargens, Schmidt; all ayes. Motion carried.

ORDINANCE AMENDMENT 0209-2026

Water/Sewer Rate Increase. 1st Reading. Council Bluffs Water Works raised rates last year and this year without the city adding an increase. Increase to City takes effect in March. Motion by Schmidt to approve, seconded by Flott; Aldrich, Hargens, Powers; all ayes. Motion carried.

MOTION

City Park Dedication/Naming. Clerk asked Council to consider dedicating City Park in honor of early Crescent pioneer and nationally renowned horticulturalist, H.A. Terry. Terry was a visionary whose work brought national attention to Iowa’s agricultural potential. More on Terry will be included in the next Connection. Motion by Hargens to approve, seconded by Flott; Aldrich, Powers, Schmidt; all ayes. Motion carried.

MOTION

Sewer/Water Bill. Discussion on charges incurred at property on W. Florence after shut off. Clerk will review with PeopleService and determine action to be taken. Motion by Powers to table, seconded by Flott; Aldrich, Hargens, Schmidt; all ayes. Motion carried.

MAYOR

Assigned Jim Aldrich as Park Liason. Discussion on message board. Sheriff’s office is still looking for driver.

Mayor is looking into cutting back daily water tests. Will speak to DNR in Atlantic. Most towns do not test daily. Discussion on trees in ROW.

Bills Paid in January 2026.

MAINTENANCE

Report submitted. Things have been slow. Craig has been cleaning the maintenance building during the colder weather.

PARK BOARD

No Report.

CVFD

15 calls for January, 28 so far this year. Mostly grass fires due to dryness.

PUBLIC FORUM

Jess Urban addressed Council with updates on Red Barn School. Plans in the works to have some of the buildings ready by this August. Principal position is posted and are receiving highly-qualified applications.

Powers asked about speed limit being reduced on that stretch of Badger Rd.
